UPPI leads IAWGPP and Small Working Groups for the 2024 Census-Based Population Projections

Following the successful completion of the 2020 Census-Based Population Projections (CBPP), the University of the Philippines Population Institute (UPPI) once again leads the Interagency Working Group on Population Projections (IAWGPP) and its Small Working Groups (SWGs) on base population, fertility, mortality, and migration. The Institute hosted the IAWGPP’s initial workshop on 1-3 October 2026 at the UPPI Seminar Room, marking the start of the development of the next set of population projections for the Philippines.

IAWGPP is tasked with generating a new set of 30-year population projections based on the 2024 Census of Population (POPCEN). The population projections form part of the Philippine Statistics Authority’s (PSA) mandate to provide updated population information as an essential basis for planning, policy-making and program development at the national and local levels.

Prof. Grace T. Cruz serves as Chairperson of the IAWGPP, a role she also held for the 2020 CBPP. UPPI faculty and researchers also provide leadership across all four SWGs:

  • Base Population: Prof. Maria Midea M. Kabamalan (Chair), with Asst. Prof. Mark Ryan B. Paguirigan
  • Fertility: Assoc. Prof. Maria Paz N. Marquez, UPPI Director (Chair), with Prof. Elma P. Laguna (Co-chair), and University Researcher Queenie Rose E. Chico
  • Mortality: Asst. Prof. C Joy P. Cruz (Chair), with University Researcher Jeconiah K. Boongaling
  • Migration: Professor Emeritus Nimfa Ogena (Chair), with Assoc. Prof. Jose Andres F. Ignacio

The IAWGPP brings together experts from UPPI and partner government agencies and institutions including the Philippine Statistics Authority, Commission on Population and Development, Department of Economy, Planning, and Development, Department of Health, Commission on Filipinos Overseas, Department of Migrant Workers, and University of the Philippines Manila.

UPPI faculty and SWG members presented preliminary outputs on the last day of the workshop.

For the 2024 CBPP, the SWGs will assess the country’s age-sex base population and establish baseline and projected levels of fertility, mortality, and migration at the national and subnational levels under several assumptions, and prepare the corresponding technical notes to document the methods, assumptions and results.

This undertaking is being carried out in collaboration with the United Nations Population Fund (UNFPA), whose continued technical and administrative support contributes to strengthening the population projection process.
